Article 1 These provisional rules are formulated in order to promote the development of the Socialist Market Economy of Shenzhen Economic Special Zone (hereinafter referred to as Special Zone), enlarge external economic exchange and economic and commercial cooperation, and to standardize the action of holding economic and commercial exhibition.
Article 2 “Economic and commercial exhibition” mentioned in these rules refers to the economic and commercial exhibitions, sales exhibitions and technique exchange meetings of any kind, held abroad by the units of Special Zone or held in Special Zone by other counties and areas.
Article 3 The units shall, in advance, report the plan of an exhibition held abroad or held by people of other countries or areas to the department in charge of the economic and commercial exhibition for approval according to relevant provisions of the State, if they want to hold an economic and commercial exhibition abroad or to take in foreigners to hold an economic and commercial exhibition at Shenzhen. The following contents shall be involved in the plan of an exhibition held abroad or held by people of other countries or areas:
Holding an economic and commercial exhibition abroad (hereinafter referred to as “holding an exhibition abroad) : the foreign inviting unit; holding or taking part in an exhibition by himself; intention and reasons; time, place and contents of the exhibition; members of the troupe, number of persons and days stayed abroad; sources and budge of expenditure in and out of the county; opinions of Chinese institutions functioning abroad.
Other countries or areas holding an economic and commercial exhibition at Shenzhen (hereinafter referred to as “holding an exhibition at Shenzhen”): name of the exhibition; intention and reasons of holding the exhibition; sponsor units and undertaking units (as to the units hold an exhibition for a first time, the conditions of capital and credit shall be specified); time, place, contents and scale of the exhibition; having technical items for informal discussion or not; having the capability of selling reserved instruments or not; source of foreign exchange of selling reserved instruments; income and expenses budge of the exhibition.
Time for reporting the plan: the plan of holding an exhibition abroad shall be reported before the first ten days of January of every year; the plan of holding an exhibition at Shenzhen shall be handled at least half year in advance and shall be reported before the first ten days of January or July of every year (if there are special circumstances, it shall be handled respectively depending on the circumstances).
Article 4 The principal of fewer but better shall be implemented in organizing troupes for holding an exhibition abroad. In order to promote the sale of exporting goods made in Shenzhen and exploit markets, the persons who is keen-witted and capable, knowing foreign languages and having an intimate knowledge of foreign trade, may, in line with the need, be organized as a commercial group to go with the groups by the exhibition units or other relevant foreign enterprises.
Article 5 Exit formalities for domestic persons of holding an exhibition abroad, and entry visa formalities for foreign persons of the troupes of holding an exhibition at Shenzhen shall, basing on the official and written reply for exhibiting abroad or exhibiting at Shenzhen, be handled by the municipal department in charge.
Article 6 Holding an exhibition abroad or holding an exhibition at Shenzhen shall lay emphasis on social benefits and providing first-rate service, and shall charge reasonably according to law.
Article 7 The materials handed out, and movie films, film slides and videotapes etc showed during an exhibition held by foreigners, shall be examined and approved by relevant departments.
Article 8 The undertaking unit (or jointly undertaking unit of Shenzhen) shall not bear responsibilities to the foreign troupes coming for an exhibition at Shenzhen for selling the reserved instruments after the exhibition. As to a unit of Special Zone or of hinterland, it shall, according to relevant national standards, handle the formalities for its instruments reserved for sale.
Article 9 When undertaking an exhibition, relevant units such as the Customs, the Foreign Transportation Department etc. may, if needed, be invited to participate in management of the exhibition in order to make it a success.
Article 10 It shall be cautious when exhibiting abroad or exhibiting at Shenzhen. Once an exhibiting scheme is approved, the exhibition shall not be canceled or postponed at will. If a delay is needed, it is shall be reported to the original approving department to handle the formalities of approval of delay. If economic losses are brought about to the other party (including the party of Chinese or of foreigners) because of the delay or canceling of an exhibition, compensation shall be made to the other party for economic losses according to the contract.
Article 11 These rules shall be applied to the exhibitions held in Hong Kong or Macao by people from the mainland, and held in the mainland by people from Hong Kong or Macao.
Article 12 These rules shall take effective as of January 1, 1987.
