Chapter I General Provisions
Article 1 Foundation of the rules
To implement the development plan for Guangdong-Hong Kong-Macao Greater Bay Area, to take the lead in building an innovative entrepreneurial base for young people in Guangdong Province, Hong Kong and Macao areas, to encourage Hong Kong/Macao youth to develop in Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone (hereinafter to be referred as Qianhai), to promote the development of Hong Kong and Macao into the big picture of national development, Qianhai has formulated the measures according to its development and the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone Industry Development Capital Management Interim Procedures {Shenzhen Qianhai No. 43 (2015)}, Measures to Support the Development of Hong Kong/Macao Youth in Qianhai {Shenzhen Qianhai Rules No. 4 (2019}, hereinafter to be referred as The Measures).
Article 2 Scope of Application
According to “The Measures,” all kinds of support and incentive funds that provide for youth from Hong Kong/Macao to work as interns, to innovate, start up businesses and develop their lives in Qianhai are applicable to these rules.
Article 3 Principle for Implementation
The incentive funds mentioned in Article 2 shall be established under Qianhai industrial Development Funds. The management and usage of the funds shall follow the "open, fair and effective" principle. By applying the system of "unit application, conditions for approval, department decision-making, publicity, supervision and inspection", the authority will offer support to applicants that are qualified for Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone (hereinafter to be referred as Qianhai Authority)’s related rules and regulations.
Chapter II Support Hong Kong/Macao youth to practice and obtain employment in Qianhai
Article 4 Set up Scholarship
Qianhai’s enterprises and public institutions that have set up scholarships and student grants in Hong Kong and Macao Colleges (see Annex 1) and meet the following requirements can receive subsides up to 250,000 yuan a year or subsides equaling 50 percent of the fund that they paid for college funds annually.
1. Those who cooperate with Hong Kong/Macao colleges in setting up scholarships and grants and named the funds as “Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone –XX (name of the sponsor) fund (grant)”;
2. Whose college fund (grant) scheme has been acknowledged by the Qianhai Authority;
3. Who has provided internships or positions for Hong Kong/Macao youth who has already received fund or grant.
The subsides shall not exceed 2 million yuan a year and one enterprise or public institution shall received subsidies for no more than three consecutive years.
Article 5 Subsidy for Interns
Qianhai’s enterprises and public institutions that provides positions for interns from Hong Kong/Macao, who participated in the Hong Kong Youth Internship Project of Guangdong, Hong Kong, Macao Greater Bay Area (organized by Hong Kong and Macao Affairs Office, the People’s Government of Guangdong Province, and Home Affairs Bureau of The Government of the Hong Kong Special Administrative Region) or in the Macao Youth Internship Project of Guangdong, Hong Kong, Macao Greater Bay Area (organized by Hong Kong and Macao Affairs Office, the Talents Development Committee of the People’s Government of Guangdong Province, the Government of the Macao Special Administrative Region), will receive subsides. The enterprises and public institutions can receive 1,000 yuan of subsidy for one intern (from Hong Kong or Macao colleges) they received. The interns should at least work for one month or above, the length of their internship should not be over six months.
Article 6 Employment Subsidy
Graduates from Hong Kong/Macao who meet the following standards will each be eligible for subsidy of 10,000 yuan for those who won an associate college degree, 20,000 yuan for a bachelor’s degree, 30,000 yuan for a master’s degree and 50,000 yuan for a Ph. D. degree.
1. Who has an associate college degree from a full-time junior college or above. Degree certificates are required when submitting an application for the subsidy;
2. From the date of the issuance of the graduation certificate (degree certificate), within 5 years, he shall sign labor contracts with enterprises or public institutions in Qianhai with a term of more than two years and work with the enterprise or institution for one year.
The enterprises or public institutions in Qianhai can receive 2,000 yuan for hiring each Hong Kong/Macao graduate, who meets the above standard.
Article 7 Professionals
Young people from Hong Kong/Macao is eligible for subsidy of 50,000 yuan if he has got Hong Kong/Macao professional certificate (see Annex 2) and signed a two-year or above labor contract with enterprises or public institutions in Qianhai and has worked with the enterprise or institution for one year.
Article 8 Awards
Young people from Hong Kong/Macao who works in Qianhai or starts business in Qianhai has been recognized as Shenzhen high-end professional or overseas talent –“Peacock Plan,” is eligible to receive fund equaling the Shenzhen city government’s subsidy.
